(a)
Membership
The Center shall have a Board of Directors, to be comprised of not more than twenty-seven members, as follows:
(1)
a Chairman, appointed by the President, by and with the advice and consent of the Senate;
(2)
the Secretary of the Treasury;
(3)
the Secretary of Commerce;
(4)
the Secretary of Labor;
(5)
the Director of the Federal Mediation and Conciliation Service;
(6)
the Executive Director of the Center;
(7)
not less than five members who shall be appointed by the President, by and with the advice and consent of the Senate, from among qualified private individuals in manufacturing and service industries;
(8)
not less than five members who shall be appointed by the President, by and with the advice and consent of the Senate, from among qualified private individuals from labor organizations;
(9)
not less than two members who shall be appointed by the President, by and with the advice and consent of the Senate, from among qualified individuals in State or local governments;
(10)
not less than one member who shall be appointed by the President, by and with the advice and consent of the Senate, from among the general public;
(11)
not less than one member who shall be appointed by the President, by and with the advice and consent of the Senate, from among qualified individuals associated with leading institutions of higher education; and
(12)
such other qualified members from the public or private sectors whom the President may deem appropriate who shall be appointed by the President, by and with the advice and consent of the Senate.
When unable to attend a meeting of the Board, a member appointed under clauses (2), (3), (4), and (5) shall appoint an appropriate alternate from such member’s Department or agency to represent such member at that meeting.
